Tobin Development Corporation specializes in multiple-market real estate development and other services. These services include tenant representation, brokerage, acquisitions, and development for both private and public companies as well as institutional real estate investors.


Kevin provided industrial real estate brokerage, build-to-suit development, municipal and multi-state incentive negotiations and consulting services at CB Richard Ellis for over 27 years. He has completed industrial transactions and developments totaling over 13.6 million square feet. He was a top producer for CB Richard Ellis in the Chicago area and nationally. Kevin represented SIOR and AIRE in the drafting of the 6b Cook County industrial property classification statute, the only industrial real estate tax reduction legislation in the history of Cook County, Illinois. He is a member of the Association of Industrial Real Estate Brokers (AIRE) and the Society of Industrial and Office Realtors (SIOR).


Tom has provided leadership and direction to internationally recognized and awarded mixed use commercial and residential developments in the Midwest. He has also advised and directed as General Counsel and Chief Operating Officer all zoning and permitting functions, as well as managed all litigation, acquisitions and sales for a major Midwest real estate development company. Tom also helped permit and establish the only wetlands mitigation bank in the State of Indiana. He has also helped to create and manage environmental nonprofit organizations in order to protect and steward undeveloped land. Tom has a Bachelor of Arts degree in Finance from Indiana University and a J.D. in Law from the John Marshall Law School. Tom is married and has two children.


Cathleen has 24 years experience in commercial property management, having overseen the management of office, retail and industrial properties, as well as lifestyle centers.

Cathleen has expertise in lease negotiations and execution; development and management of operating and capital budgets; administration of bidding out, awarding and oversight of vendor contracts; ensuring tenant and capital improvements are completed to specification, at budget and on time; hiring, training and supervision of all building staff; coordinating tenant move-in and move-outs and developing tenant relations programs.

Cathleen has commissioned 13 new developments including the AT&T Corporate Office Center/USG Building Complex (Chicago, IL) and supervised the successful renovation, repositioning and marketing of several properties including the Highland Oaks Corporate Office Center (Downers Grove, IL), which received the prestigious TOBY Award. Saffa holds the RPA designation with BOMA and has been active on several BOMA committees. Saffa is a licensed broker.
